2371760 - Goal status doesn't change automatically when the form is auto-routed - Performance Management

Goal Plan state is not changed as expected when the form is auto-routed to Completed step on due date.

1. Configure the form with obj-plan-state-change to-complete-state="true"
2. Set the route map to route the form to Completed step automatically on due date
   
   When the form is auto-routed to Completed step on due date, the goal status is not changed as per the configuration.

The form does not have a Signature Step.

If the form does not have a Signature Step, it is an expected behavior that the goal state will not change change automatically when the form is auto-routed on due date from modify step to completed step directly.

In order to resolve this issue you may add a Signature Step before Completed Step.
