2371858 - EXCHANGE_RATE IDoc not posting from SAP TM with Status 51: "Valid system settings have not been made for..."

Symptom

  • Error: "Valid system settings have not been made for M ..."
  • SAP Transportation Management charge calculation conversion between two currencies failing.
  • IDoc EXCHANGE_RATE message not posting with Status 51: 
    Valid system settings have not been made for <Exch. Rate> <From Currency> <To Currency>
    For example, when converting from Belizan Dollars (BZD) to US Dollars (USD), the message is:
    Valid system settings have not been made for M BZD USD 
  • Transaction Code OB08 show entry defined for the two currencies.
