Symptom

Service rule R24 is not triggert when you

Save a Goods Issue for a case with transaction NMM7
Maintain a Material Requisition using transaction NMM5 and save a Goods Issue with the Pick List - transaction NMM9 - afterwards.

Thus the corresponding material is not added as a service in table NLEI.
