Symptom

When executed via process chain, DSO activation fails with following error:

Error during in-memory activation (see long text)
Message No. RSODSO_PROCESSING094

transaction rolled back by an internal error: failed to activate dso with persisted changelog: [410 23] Did not expect updates, but activation queue package contains updates for semantic key values [...duplicate key...]
Message No. RSDRI_HDB002
