2373897 - Indexserver is not coming up if skip_revalidation_and_accept_invalid_procedures_after_startup is set False

Symptom

During upgrade or migration the parameter skip_revalidation_and_accept_invalid_procedures_after_startup was set to True by adding the following parameter to indexserver.ini before startup inorder for the upgrade or migration to continue or complete:

skip_revalidation_and_accept_invalid_procedures_after_startup = true

Custom indexserver.ini file can be found on: /usr/sap/<SID>/SYS/global/hdb/custom/config

After the upgrade or migration the parameter skip_revalidation_and_accept_invalid_procedures_after_startup is set back to False and the server restarted but the indexserver will not start
