2377452 - Ad hoc report scheduled export delimiter

Can the delimiter used in a CSV export of an ad hoc report be changed to something else, e.g. tab or ^?

No.  CSV has "comma-separated values" by definition and another character cannot be substituted.  The other options for export are Excel, PPT and PDF but these cannot be viewed correctly as plain text files, let alone reconfigured with respect to the delimiter.

The only option is to run a search and replace on the export after receiving it.  There are many ways to use macros or executables to achieve this if you do not wish to do it manually.  Note that if you change the delimiter you may need to change the file extension because it will no longer be readable as a CSV file.
