How to re-open a closed job requisition, even if all application positions were already completed?

Please, consider the way the system is currently designed, all candidates that are placed into the categories below, will decrease the number of opening positions:
 
a. PRESTART
b. HIRED
c. ONBOARD
d. EMPLOYEE
 
So, it is expected the recruiter to be prompted to a system message informing the requisition will be automatically closed if the candidate be placed into the applicant stages which are associated to the categories above.

In order to have the requisition reopened

 There's an option under Recruiting settings which you can enable in order to re-open automatically closed job requisitions:
 
"Allow reopen of closed requisitions even if number of remaining openings is less than 1"

 Go to Admin Tools > Recruiting Settings and ensure this option is marked.
