2378964 - Login in Central Management Server fails with FWM 20030 error.

Symptom

Not able to login into Central Management Console after restarting the system.

Getting error in CCM: Could not log on to CMS (STU00152) err: Error description: Transport error: Communication failure.(FWM 00001)

Also Getting error in CMC: Information on the account is not recognized: CMS '<hostname>' cannot be achieved. Provide the correct host and port and check for network problems. (FWM 20030)

CMS logs state below error:

cms_name.CentralManagementServer| 4733|47842114377888|| ||||||||||||||||||||||assert failure: (oscafactory.cpp:1942). (false : There are no port allocations to report.)
