2382606 - Job start phase takes unusually long -- Jobs unexpectedly take a long time

Symptom

Some jobs unexpectedly take a long time because the job start phase takes unusually long.
In the job log the start phase("Job started" and "Step 001 started") takes a long time.

Example:

job log:

25.12.2016 01:15:53 Job started
25.12.2016 03:19:22 Step 001 started (program XXX, variant XXX, user XXX)
(... ...)
25.12.2016 04:22:15 Job finished
