2383288 - ME51N / ME21N - 'Store Business Document' / 'Create attachment' grayed out via GOS

Symptom

In initial document creation transactions such as ME51N (Create Requisition / PR) or ME21N (Create Purchase Order / PO) the GOS service "Store Business Document" / "Create Attachment" options are always disabled, and attachments cannot be added.
