2384480 - Error in SUM REPACHK_TRANS phase: "SUBST_GET_INACTIVE_SAP_OBJECTS" failed: TIME_OUT

Symptom

During a system update using the Software update manager (SUM)  an error occurs in phase REPACHK_TRANS  or REPACHK_CLONE.

The error message is similar to

REPACHK.LOG 
1EETQ235 Call of function module "SUBST_GET_INACTIVE_SAP_OBJECTS" by RFC failed (error-status "3") 
2EETQ360 RFC of "SUBST_GET_INACTIVE_SAP_OBJECTS" failed: 
2EETQ361 code/exception : 3 2EETQ362 key : TIME_OUT

2EETQ399 Time limit exceeded.
