2384951 - Could not open Display G/L Account Balances app

Symptom

When pressing the "Display G/L Account Balances" tile in the fiori launchpad, it would fail with a popup error "Could not open app. Try again later".

After further checking the network trace log, you would find the error "Failed to load 'sap/fin/central/lib/library.js' from /sap/bc/ui5_ ui5/sap/fin_lib/~XXXXX/library.js: 403 - Forbidden".
