2385079 - Found conflict for the application startup mode property: masthead deployment issue

As part of Enterprise portal masthead customization, the deployment of the archive fails due to the below error:

Caused by: com.sap.engine.services.servlets_jsp.webcontainer_api.exceptions.WebContainerExtensionDeploymentException: Found conflict for the application startup mode property. The startup mode in application-j2ee-engine.xml is set to "lazy" while portal container requires this application's startup mode to be set to "always". Please, modify the application-j2ee-engine.xml descriptor accordingly and redeploy the application.
