2386088 - MDM error - Can not connect with UserSessionContext to repository <repository_name> on the server <server_host>

Symptom

When trying to edit an MDM Web Dynpro project using the SAP MDM Configuration Manager the below error message appears:

Cannot retrieve language list from repository [null] on server [null]. UserConnectionException: Can not connect with UserSessionContext to repository '<repository_name>' on the server '<server_host:port>'.,  Can not connect with UserSessionContext to repository '<repository_name>' on the server '<server_host:port>'.,  Problem while creating session context for 'UserSession' from MDM destination 'null',  Can not resolve JCA connection,  Repository ''<repository_name>'' not loaded on MDM server ''<server_host:port>'',  MDM repository has not been started (0xffab4111)
