2386556 - Short variables in constraints are added as all-uppercase by Input Help

Symptom

Although 'Short Variables' for characteristics in constraints may be created by the user such as
that they contain lowercase letters in their name, the 'Input Help' (also known as 'Syntax Help')
will always add all-uppercase variable names to the constraint.

However, no syntax error is created while using the same variable name with all uppercase letters even if
the variable was defined by the user containing lower case letters.
