2386947 - CMS not starting on Oracle, ORA-01804

Symptom

  • Central Management Server (CMS) process does not start when using Oracle as the CMS repository database
  • With CMS tracing enabled the following error is shown:
2016 11 06 14:06:07:979|SIServerController:run: Fail to initialize or uninitialize.  Reason is The root server reported an error Initialization Failure. (Reason: SAP BusinessObjects BI platform CMS: Unable to connect to the CMS system database ""MYDB"". Reason: Error while trying to retrieve text for error ORA-01804
