2388343 - "Register Now" button appears for users, even when self registration is 'No'

• "Register Now" button appear on user's Learning Plan for items even when the setting "User can Self-Register" is set to 'No' at the item's level;
• The setting "User can Self-Register" is set to 'No' at a class level. However, user still sees "Register Now" option on their Learning Plan.

The setting "User can Self-Register" at the class level is applicable only for Library search, where user should not be able to "Register" when at the Course Details page.

If the item is already assigned to the user, then "Register Now" option is visible at the user's Learning Plan, but it still does not allow user to self-register into the class. Clicking on "Register Now" will only allow the user to view the item's available classes.
