2388863 - SRM POWL Responses count includes once submitted and later saved bids as well

Symptom

In SRM POWL in the Responses column the previously submitted responses are counted as well, even though they have been saved later only.

If a brand new response is Saved only, it is not included in the count. If a Submitted Response is later Saved, it still remains included in the count.
