2391002 - Deployment fails: Modification is refused for BC_MONI_FILTER_HDR

Symptom

Deployment fails with the following error message in the SUM log files: TroubleTicket_XX.txt:

Could not update components.

For more information, see the log file \usr\sap\<SID>\SUM\sdt\log\SUM\DEPLOY-COMPONENTS_XX.LOG.
