2394728 - Request Approval button appears for courses assigned by a User's Supervisor despite Approval Waiver is enabled

• Users continue to see the "Request Approval" button on courses in their Learning Plans that were assigned by their Supervisor or HR Business Partner
• "Enable Approval Waiver when Supervisor or HR Business Partner assigns Online Item, Blended Item or External Course" is checked in User Settings configuration

Enable approval waivers:

1. Login as an Admin
2. Navigate to System Admin > Configuration > User Settings
3. Check the box next to "Enable Approval Waiver when Supervisor or HR Business Partner assigns Online Item, Blended Item, or External Course"

Test the behavior:

1. As a Supervisor, assign a learning item to a direct report (subordinate)
2. Login as the user with newly assigned item
3. Note in the Learning Plan, the course is listed, but it shows "Request Approval"

4. Clicking "Request Approval" shows the approval is waived
5. Click "Submit" and the course is now available to launch

This is expected behavior:

• The course still requires approval, therefore the approval workflow needs to be kicked off by the User's request
• Once the approval is requested, the step that is setup to be waived will be waived
• The workflow is attached in case there are multiple approval steps and not all are waived
• Some businesses require users to see the approval waiver
• Supervisors & HRBPs will not see the approval request, this is the new functionality introduced

1. The user will need to click "Request Approval" to kick off the approval workflow and be waived
2. Once requested, the user will be able to immediately launch the course
3. The Supervisor or HRBP will not be notified of an approval request as no approval is needed and has already been waived

Note: if proxying as a supervisor and assigning an item, the item assignment is recorded as updated by the admin proxying so will not enable this waiver feature.
