This exception is seen when any assessment, evaluation, quiz, or historical learning record has already used that competency. Once a competency is tied to assessment history, LMS locks it to preserve:

• Historical reporting accuracy
• Audit and compliance integrity
• Consistency in past learner scores and ratings

It's best practice to avoid updating any competencies as to avoid data issues and consistency of the records. If you are fine with updating the competency records then you need to enable the following property by setting it to true.

1. Navigate to System Administration > Configuration > System Configuration > CONNECTORS
2. competency.connector.sf.rule.processCompetencyWithAssessmentHistory.enable=true
