1.How are comptencies sorted when using Job Specific competency, Core competency, Custom competeny?

The order is Custom competency>Core competency>Job Specific competency

Custom competency: by the order added in form templates

Job Specific/Core competency order on form is controlled and only can be controlled by ‘Competency name’.
Core competency: by the language when launch forms
Job Specific competency: by form template default language (could be changed via Form Template Administration tool in provisioning)

If you don't have a Partner, you can find for SAP Certified Partners via the SAP Partner Finder or, alternatively, speak with your Account Executive or Customer Engagement Executive about Professional Services options.

2.How are Comptencies sorted in different languages?

English (and other latin alphabet languages like Spanish, Portuguese and others) competency name is ordered in alphabet.
But Chinese (and other hieroglyph languages like Japanese, Korean and others ) competency name is ordered in character encoding which is by default.

There is no way to control the Chinese Competency order manually and competency order can't be controlled by GUID currently.
This can be considered as an enhancement request. Customer can visit the SAP SuccessFactors Community to submit this idea.

As a workaround, you can add ‘01’ ‘02’ ‘03’ or ‘a b c d’ or ‘A B C D'in front of the hieroglyph languages competency name so that it can be ordered in alphabet.
Default order is number(01.02.03)>capital letter(A,B,C)>lowercase letter(a.b.c)
For example:1>1A>1a>2>A>AA>Aa>B>a>aA>aa

1.Can I make the competency order be same in each language?

>Competency in a form only has one order. It was organized when form was launched, and won't be changed by switching system language.
In order to make the competency order be same in each language, you could add same number/alphabet in front of the hieroglyph languages competency name.

2.If I configured competency category, will the order be changed?

>No, the order won't be impacted by competency category or library.

3.My Core competency only configured EN_US, but when I launch form in Chinese environment, no Core competency was pulled in form.

>Core competency is pulled by the language when launch form.
The competency's CH_ZN is not configured, system can't pull related competencies.

4.My Job Specific competency configured EN_US. The form template default language is ZH_CN.
No competency was pulled out when I launch form in any language environment.

As form template default language is ZH_CN, competency's ZH_CN name needs to be configured so that could be pulled to form.

5.When adding competencies on form by clicking "+ Add Competency", is it possible to control the display order of competency listed under Competency Library (All/By Library) or under every role (By Roles)?

>The display order of competencies listed under Competency Library (All/By Library) or under every role (By Roles) follows the same logic as that of conpetencies on form.
Therefore, when competencies are in English, they will be ordered in alphabet. When they are in hieroglyph languages (Chinese, Japanese, Korean, etc.), they will be ordered in character encoding by default.
Meanwhile, the workaround of adding ‘01’ ‘02’ ‘03’ or ‘a b c d’ or ‘A B C D'in front of these competencies in hieroglyph languages still applies, if you would like to control their display order.
