• User has SAP_ALL authorization
• New Transport Request button is disabled
• Change document is in In Development status
• Cannot click Transport Management > Transport Request
• Table AICV_PROC_EDIT has CREATE_REQ for SMMJ in E0002 status as EDITABLE/EXECUTABLE
• No transport request creation tab in normal change document of a phase cycle
