Symptom
Document routing notification emails are being received by users 24 hours after Performance Management forms were routed, even after Document Routing Notification has been disabled

Reproducing the Issue
- Run a mass form route job in Admin Center
- Quickly disable Document Routing Notification before document routing job is completed
- After 24 hours, email notifications for that mass route job will be received
Cause
This happens if email consolidation is enabled for either Document Routing Notification or Document Creation Notification. Consolidated notifications are run as batch jobs; these jobs are not double-checked mid-process whether the notification flag is enabled or disabled. Once it's started, it will send out.
Resolution
To prevent notifications from happening during mass route/create jobs, you can disable email notification consolidation. Follow these steps:
- Go to Admin Center and type Email Notification Template Settings in the Tool Search/Search Tools bar
- Click on Document Routing Notification or Document Creation Notification
- Uncheck Consolidate notifications for the same recipient into one single email
- Click on Customize Settings for Form Templates
- For each template where you do not want to receive notifications, uncheck the column labeled Consolidated & Interval
- Click Close, then Save Notification Settings
