Symptom
Many DC15 customers noticed no emails delivering to their users who have a '@qq.com' email address when creating or routing forms.

Reproducing the Issue
1. Users who has a '@qq.com' email didn’t receive email notification of form creating or form routing.
2. As checked the logs, emails were delivered successfully from SF mail servers but didn't reach the QQ servers.
Cause
This is an error from qq.com mail server: 550 Ip frequency limited
qq.com has a restrictions on receive mails frequency. If SF side send too many emails to QQ mail box, then some emails would be bounced by QQ. The limit policy is as below.
*Number of Mails sent per minute limit reached: Block IP for couple minutes
*Number of Mails sent per hour limit reached: Block IP for couple hours
*Number of Mails sent per day limit reached: Block IP for entire day

Resolution
Restrictions policy is set by QQ side and it can’t be changed by SF. So please kindly use enterprise Email instead of personal Email as work mail address to avoid this issue.
