2398825 - RAISE_EXCEPTION dumps occur with the text "Exception condition "RET_CODE" triggered"

Symptom

After an upgrade or a support package update, runtime errors of type RAISE_EXCEPTION occur in the program CL_ICF_SYSTEM_LOGIN===========CP, with the short text "Exception condition "RET_CODE" triggered".

The issue occurs when trying to display the System Logon page. This may be the case when calling various ICF services (e.g. /sap/bc/nwbc, /sap/bc/webdynpro), or when starting ABAP transactions that make an ICF service call (e.g. SAML2, BRF+).

The corresponding browser window may display the following HTTP 500 Internal Server Error - "Exception condition "RET_CODE" triggered (termination: RABAX_STATE)".
