2398849 - Remove DPserver in MultiTenant DB

Symptom

Running sql on tenant db to remove a services volume gives error:

ALTER SYSTEM ALTER CONFIGURATION ('topology.ini', 'system') UNSET ('/volumes', '4') WITH RECONFIGURE
Could not execute 'ALTER SYSTEM ALTER CONFIGURATION ('topology.ini', 'system') UNSET ('/volumes', '4') WITH RECONFIGURE'
SAP DBTech JDBC: [2]: general error: Configuration parameters for topology.ini can only be altered from SYSTEMDB
 
Volume 4 is also used by a different tenant so you do not want to run the SQL from the SYSTEMDB.
