2399096 - dispatcher does not start with a name resolution request

Symptom

During the start up of SAP ABAP dispatcher it does not complete the start up and stuck in the initial steps.
The trace file created is dev_disp.new and dev_disp is not updated.

Starting the system with trace level 2, the last lines of the trace are  like following:

 

dev_disp.new with trace level 2 

NiHLGetHostName: got address <IP> from operating system
NiIGetHostName: addr <IP> = hostname '<hostname>' (fq)

 

 Collecting the c-strack of dispatcher PID,  with sapstack tool, the following stack is present:
