2399690 - Role Search not working after SP upgrade or error ROLE_NAME on system XYZCLNT100 is invalid firefighter role or TABLE_INVALID_INDEX

Symptom 1: Role Search not working after upgrading GRC 10.0 to SP24, or equally upgrading GRC 10.1 to SP15.

                  "No Records", "No Results" is the message returned in role search, throughout the application.

Symptom 2: Error ROLE_NAME on system XYZCLNT100 is invalid firefighter role

Symptom 3: Unable to add Business role to Access Request after upgrading from SP14 to SP22.  Click okay and resulting dump in ST22:
