2400696 - "kernelVersion is not defined" error during installation with Webdispatcher

Symptom

During a installation of Netweaver based product with Webdispatcher or Standalone Webdispatcher Installation, you see this error in sapinst_dev.log:

ERROR <timestamp> (root/sapinst) [EJSGlobal.cpp:50] id=ejs.scriptMessage errno=FJS-00003 EJS_ErrorReporter
ReferenceError: kernelVersion is not defined (in script NW_ABAP_ASCS|ind|ind|ind|ind, line <line number>: ???)

or

ERROR <timestamp> (root/sapinst) [EJSGlobal.cpp:50] id=ejs.scriptMessage errno=FJS-00003 EJS_ErrorReporter
ReferenceError: kernelVersion is not defined (in script NW_Webdispatcher|ind|ind|ind|ind, line <line number>: ???)

In screen you see an error (it can vary) like this:
