2401931 - User database is not recovered with Error: 3478 after shutdown during REORG REBUILD

Symptom

After a shutdown during REORG when ASE restarts, the recovery can raise Error: 3478 and failed to put online the affected database.

From ASE errorlog:
Error: 3478, Severity: 21, State: 1
server  During undo the page timestamp value is less than new timestamp from log.
Page #=377555457, object id = 530816953, page timestamp=153e b499eff3.
Log new timestamp=153e e5936e70. Log record marker = (17925807, 6).
server  Database 'database_name' (dbid 4): Recovery failed. Check the ASE errorlog for further information as to the cause.
