2402137 - Week 53 processing - No addtional cut-offs calculation in the payroll

Symptom

Note "2378290 - PY-IE: USC, Week 53 processing - No addtional cut-offs" has delivered the following changes:

Revenue states that customers should not apply the additional cut-offs if an employee changes their normal pay day in the week 53 tax year or the preceding year.
On the other hand if there is a legitimate reason for the pay date change (e.g. change of department, promotion etc.) then the additional cut-offs can be applied.
Since there are also legitime reasons for the pay date change, the cases when the additional cut-offs should not be applied cannot be identified automatically by the payroll, therefore a new checkbox called "No W53 calculation" is introduced on the Tax Data (0359) infotype with the application of this SAP Note which can be used to indicate that the employee is not eligible for the additional cut-offs and the payroll should not apply it during the week 53 (fortnight 27, 4-weekly 14) calculation.
