2403713 - DB6: errno="10013" reported in db2diag.log during db2start on Windows

Symptom

The db2start command returns the following error:

SQL5043N Support for one or more communication protocols failed to start successfully. However core database manager functionality started successfully.
SQL1063N DB2START processing was successful.

In the db2diag.log, errno="10013" is reported.

The database is connectable locally using the following command:
db2 connect to <dbsid>

"R3trans –d" fails with the following error:

SQL30081N  A communication error has been detected
Communication protocol being used: "TCP/IP". Communication API being used: "SOCKETS".
Communication function detecting the error: "recv".  Protocol specific error code(s): "10054", "*", "0".
