2404167 - Communication port fails to start in ICM

Symptom

You notice that a specific communication port was not started in ICM. It is possible to see the following entries at ICM trace file "dev_icm":

*** WARNING => NiServToNo: parameter invalid (strlenU(pServName) >= NI_MAX_SERVNAME_LEN) [nixx.
*** WARNING => IcmAddService: Could not start service (rc=-2) PORT=<affected port number>
