2404303 - Date cannot be selected in a Performance Form in Chinese language

Symptom

User switches the language to Traditional Chinese> Opens performance form> Goes to custom section (date)

Month Drop down is not appearing and he/she is unable to select the date.

Reproducing the Issue

1. Admin creates a form for a user.(Admin's system language is EN_US)
2. Admin changes the system language to Traditional Chinese.
3. Admin proxy as the user>Is unable to select the date and

Cause

The most likely cause for this is that the form was created for the user by the admin whose System language is en_US and the user's language is not changed correctly in all cases

Resolution

1. If the admin logs out and login again, the date will be able to be saved correctly.
2. If the admin has the system language as Traditional Chinese when he creates the form, the date will be working as expected too.
