Symptom

Icons are missing in SAP Portal Standard Theme in all Webdynpro Applications. The below 500 error is encountered in the trace:

"Cannot process an HTTP request to servlet [default] in [com.sap.portal.design.urdesigndata] web application.
[EXCEPTION]
java.lang.NullPointerException: while trying to invoke the method java.lang.String.substring(int) of a null object loaded from local variable 'targetURL'
 at com.sap.design.ur.UrDesignDataFilter.getTargetApplication(UrDesignDataFilter.java:166)"
