Symptom
After Automatic Process "Class Request Demand Met Email Notification" run successfully, which will trigger the APMInstanceDelivery notification template, the start date/end date for an item or class will return the date based on UTC time zone in the notification received.
However User/Admins expected to see the time zone for an item/class based on their user preferences.

Reproducing the Issue
- Create an Instructor-Led item with a class
- Register one user to the Class
- "Class Request Demand Met Email Notification" automatic process runs and sends email notification basing on APMInstanceDelivery template
- When this email is sent out, the registered user received notification denoting Class start time basing on local time, however Admin will receive notification showing UTC time zone.
Cause
For the "Class Request Demand Met Email Notification" process, end users (i.e. students) who were enrolled will get the notification in their respective preferred time zone.
But the email address mentioned in the Email Address field will get the mail in the system default time zone.
This is because system does not know whether this email belong to specific user. It is just an Mail ID mentioned in the Email Address field and is not necessarily associated with a user.
This does not need to be associated to any user. Currently it's an expected behavior.
Resolution
The Email Address field in the automatic process will get the mail in the system's default time zone (UTC at database level).
While for the specific user who registered to Class, if the "Always display Classes in this Time Zone" is checked in User Preferences, user will always receive the notification basing on their own user specific time zone.
