2406101 - Error message 'Check URL:Cannot reach URL(HTTP code 411:Connect to XXXXX:0 failed' in step 'Define HTTP Connectivity'

Symptom

When opening step 'Define HTTP Connectivity' in solman_setup -> Infrastructure Preparation, the following error message might occur although only HTTP protocol is used for SAP Solution Manager ABAP and Java and step status is green without any issue.
