2406483 - Fixed vendor changed to Preferred vendor during PR transfer

Symptom

If purchase requisition is transferred from ECC MM to SRM for 'External sourcing', the Fixed vendor will be changed to Preferred vendor. The created Shopping cart will have a Preferred vendor, not a fixed supplier.
