Changing the title of a Learning Activity in the Learing module (LMS) does not reflect in the Development Plan

When you go to the Learning module (LMS) as admin, with permission to change Learning Activity titles:

1. Change a title and save = New title appears in Learning module for the Learning Activity
2. Go to Development Plan where the SAME Learning Activity had previously been assigned to a user = you will see that the new title is not appearing. The old title is still there.

This is because the changes made to Learning Activities in the Learning module are not dynamic. E.g. they do not reflect in Learning Activities already assigned in a Development Plan.

The new titles will only be displayed in Learning Activities assigned AFTER the change was made.

This is the current system behaviour

Reason: The logic behind it is to avoid confusion for users. E.g. If a user has several Learning Activities already in their Development Plan, and the name of one gets changed, it will be more difficult to find that same activity again, or they may think it is already completed.

Additionally: If a user had already begun the Learning Activity, it may lead to data loss or issues with saving data in the activity, if the title was changed.
