Yes, this customization is available via:

1. Admin Center > Company Settings
2. E-mail Notification Templates Settings
3. Click on the workflow template you wish to update.

It is possible to change the email notification template per Locale, which means it is feasible to change the wording of the notification for each of the locales you have enabled.

Email Notifications are not "country" based.

      It's not possible to add a link from another custom object on the email notification triggered by a different custom MDF object

• Is it possible to add multiple templates for the step of the workflow?

      No. You can only create one template for each step of the workflow.
