2410231 - How to: Change year in Continous Monitoring Scheduler / Automated Monitoring

User is unable to select the current year, the system still shows the previous year and it is grayed out to be edited.

In the Continuous Monitoring Scheduler (in the beginning of a new year), during "Create Job", the old year (e.g. 2016) is fixed and cannot be changed (grayed out).
