In hybris commerce suite 6.x, legacy promotion is replaced by promotion engine. Promotion rule is not catalog version aware, which means catalogversion is not stored in the rule condition. Moreover, in Backoffice->Marketing-Promotion Rules->Tab Conditions&Actions, the displayed Products or categories are always Staged, no matter what catalog version you've initially specified. Only when Staged items do not exist any more would it display the Online counterparties.
