2411371 - Instructor Assignment notification

Consider a scenario where an Instructor is added to any existing class and that Instructor should be notified of the assignment.

After we add any Instructor to any existing offering, admin should manually click the Notify Instructors link in the "Actions" menu of any class record to send out notifications to the instructors.

The notification template InstructorAssignmentNotification will be used to trigger an e-mail to the instructors.

NOTE:

The e-mail is generated automatically only when you create the offering and add the instructor from the start. After adding an instructor to segment, admin needs to explicitly trigger notification to Instructor using "Notify Instructor" button.

If you add Instructor to VLS segment and save it, then VLS Notification will be triggered to Instructor. This is the only event based notification we have to generate notification when an Instructor is added to a segment.
