Symptom
Recruiting User is unable to search and assign any user in the Operator field and Operator Team field.

Search is not working while trying to assign users.

Cause
- This happens because the particular Recruiting User does not have the basic User Search permission.
- The search may also be restricted if the user is part of a permission role which has been assigned a Target Population
Resolution
To resolve the issue, go to the RBP permission for the corresponding User Role and grant the permission for 'User Search' under 'General User Permission'
Once permission granted, the Recruiting user will be able to search and assign users.
Secondly, check if the user is part of a Permission Role. If they are, navigate to the role itself in Manage Permission Roles and check if there is a target population assigned:
If you do not wish to have the permission restricted to a target population, you can change this by clicking on 'Edit Granting'
Here, you can set this to 'Everyone' so that this permission role is not restricted to target users.
To avoid conflicts with existing permissions, it's a best practice to create a new Permission Role, and grant this Role access to User Search permission only. Set the Target Population for this Role to Everyone.
