2415269 - Error "Your message could not be sent" when using Contact Support

Symptom

When using the Help > Contact Support option for Solution Manager in the Fiori Launchpad, after entering a message and clicking "Send" the following error is displayed:

Your message could not be sent. Try sending the message again, or contact your system administrator.
