New Absence option is not working in the Administrator Time(Manage Time Off) page

Reproducing the Issue
1. Navigate to an employee -> Time off
2. Click on Administer Time
3. In the Administer Time, the 'New Absence' option to create a leave request is missing
Cause
RBP Permission is missing
Resolution
Provide edit permission for Time Account under the Manage Time off section.
