2415829 - SAP IQ restore database returns 'Failed to undo index delete' error

Symptom

Concurrently adding and dropping partitions could lead to multiple entries in the systable for the same primary key value resulting in issues with database recovery. If a backup was taken in this state then the restore of the backup will result in the following error:
I. 01/09 10:01:57. Rollback log...
E. 01/09 10:01:57. *** ERROR *** Assertion failed: 200112 (16.0.0.2195)[a_restore]
Failed to undo index delete
E. 01/09 10:02:02. *** ERROR *** Assertion failed: 106201 (16.0.0.2195)
Unable to undo index changes during rollback
