2416515 - Approver can manipulate risk analysis types to bypass stage configuration and approve with risks

Symptom

In access request form's "Risk Violations" tab, the approver can manipulate the risk analysis types by only checking the boxes of analysis types that do not violate any risk so that indicators turn green and stage is approved - bypassing stage configuration to stop if violations are found.
