2416865 - Error when creating a candidate application using OData API- 'Job requisition not posted or already expired'

When a user is trying to create a candidate application using ODATA for a requisition they get an error: "Job requisition not posted or already expired".

The requisition was not posted externally or internally.

Depending on the type of candidate the requisition will need to be posted either externally or internally. For example, if you are creating a requisition for an external candidate the requisition will need to be posted externally.
